Charter Volunteers Needed
After years of cities being bound by a
charter created to keep citizens from the
process, a new draft charter is being
designed to provide accountability and
return responsibility back to the elected.

The Citizen's Agenda
Cities and Counties call us the naysayers.
What are citizens really interested in
getting from the process?
Dallas the Rooster and the Over Reaching Powers
It started with a little girl who got a rooster as a 4H learning project.
After the rooster's arrival, the City of Dufur passed an ordinance banning roosters. Hens are still
allowed, as are turkeys. The mayor has turkeys, so that had to stay.
Along came a citizen, in this .58 square mile town, that heard Dallas one day and filed a complaint
with the city. Nevermind that this a farming community and livestock are abundant. Can't have a lady
having to complain about a rooster.
So, the MacNab family received a notice advising that Dallas would have to be re-homed. This is
where the mom got smart. She contacted people. It started with a handful of folks. Then it became
bigger. The mainstream media picked up the story and reported on it. Even I saw the story and
offered my help.
Requests had been made to the city requesting basic documents...the city charter, the ordinance
that was violated, the meeting minutes, copies of the complaints. Walls were thrown up...monetary
charges were incurred...delay tactics were instituted. Different people got different versions as to
why the information was not available.
I, personally, got contacted by a few residents from Dufur that had issues with things more reaching
than the Dallas the Rooster issue. Everything from facts to scandal to rumors they had heard and
wanted to know if I could find out if they were true.
The family has a hearing with the mayor on 2/25/2014 at 7:00 pm. I am waiting to hear what happens
there. In the mean time, I am updating the Dufur page so that all residents can, finally, have access to
the information they need to be informed about their community.
While that issue continues to be worked on, I will be pursuing the answers to the questions I have
